SLIC has done research into the optimal finance models for the funding of the investments by the local governments. The conclusion was that the most attractive funding model for local governments is country specific. The UK and the Netherlands have very attractive - low risk and low interest rates - for local governments to invest in carbon emissions' saving infrastructure. In Flandres, the situation is different because of the position of network provider Fluvius. In France the state government is investing, together with local governments in many infrastructural projects for electrification. Ultimately, the choice for the right financial product depends on the interest rate and fees. That differs per European country. See also the calculation model.
